ENERGY ASSISTANCE PROGRAM

The Howard and Evanston Community Center offers support to residents in Rogers Park and the surrounding communities to complete applications for financial assistance for utilities. We offer help in the following programs:

LIHEAP (Low Income Home Energy Assistance Program)

Direct Vendor Payment (DVP)/Reconnection Assistance (RA)/Cash Assistance

Designed to assist income-eligible households with energy services, in the form of a one-time benefit payment to utility companies that is applied to the household’s energy bills. Cash assistance is a one-time benefit payment to the customer if able to provide proof that their utilities are included in their rent.

Percentage of Income Payment Plan (PIPP)

PIPP provides a monthly benefit payment to the utilities based on household utility budget billing and customers are required to pay a reduced amount on their bills each month to get benefit payments.

Furnace Assistance

Designed to restore the home’s heating system back to a safe and effective operation. Assistance is only available to approved households that have or are eligible to receive a LIHEAP benefit and whose heating systems are not operational or have been red-tagged by their utility company. Renters are not eligible to apply.

ADDITIONAL ENERGY SERVICES PROGRAMS

ComEd Residential Special Hardship Program

Provides a financial assistance grant towards a customer’s past due amount up to $500 (Grant amount may vary based on available funding).

People Gas Share the Warmth

Provides heating grants up to $200 on past due People Gas bills.

Howard and Evanston Community Center offers case management services in finding affordable housing/shelter, obtaining vital documents, financial or emotional support, and connection to medical and mental health services.
